Court directs cancellations of LPC in reserved forest area, questions govt
ITANAGAR, Apr 8: The Itanagar Bench of Gauhati High Court has directed the Deputy Commissioner, East Kameng District, to pass necessary orders cancelling Land Possession Certificate (LPC) issued in favor of the Maya Dolo within a period of 30 days. This verdict came yesterday after a writ petition was filed by residents of Golosso in Seijosa, East Kameng against granting of LPC in and around notified Reserved Forest to Maya Dolo, Panchayat leader and wife of former Deputy Chief Minister without following laid down norms.
The land for which LPC were issued were owned by petitioners and others as customary forest land within the traditional and customary boundaries of the village for seasonal use of cultivation.
Ten LPC was given to Dolo covering an area of 36.88 hc during 2007-
The Court cannot close its eyes and ears to protect the unprivileged and disadvantaged tribesmen like the petitioners who are not in a position to establish their right and interest. The State must provide protection to these people under the provisions of 2006 Act which has recognized the rights of the forest dwelling scheduled tribes and other traditional forest dwellers, which has come into force with the publication of the same in the official gazette of the Govt. of India on 2nd January, 2007, the verdict read. The Government is bound to consider the applications if so submitted by the petitioners, for protecting their rights and privileges under the said Act. It is the duty of the Government to inform and educate the indigenous tribal people dwelling in the forest about their rights granted under the said Act and to take necessary measure so as to enable them to enjoy the rights and privileges, the verdict read.
The Court however said that Government may, if so advised, consider granting the
LPCs to Dolo and others under the strict provisions of 1980 Act and 2006 Act and

The Court has further questioned the state government whether it sought the prior approval of Central Government for construction of Tourist Lodge inside or near Pahkui Wild Life Sanctuary as required. The state government or any authority cannot escape from obtaining such prior approval for using the Reserved Forest particularly for Non Forest Purpose.
Ministry of Tourism had sanctioned Rs 33.651 lacs for development of Tourism infrastructure near Wild Life sanctuary of which Rs 269.21 lacs was released. Government had selected a site which was found not suitable due to erosion of Flood and the Tourism project is yet to take off in the area. The details however could not be ascertained from the Tourism department.
The court has further decided to send a copy of the judgment to Ministry of Environment and Forest for necessary action.
Horticulture sector need to improve: Ngandam
ZIRO, Apr 8: Horticulture Minister Honchun Ngandam said that ‘in spite of implementation of central sponsored schemes, there is still more to do to improve horticulture sector”, adding there is urgent need to link scientific knowledge for more improvement.
He said this during an interaction with the officials and officers of Lower Subansiri district during his official tour to Ziro on April 6 last.
We need to innovate technologies that is cheap, affordable for the benefit of common farmers, he added.
He called upon the Govt officials to work hard and put sincere effort to harness horticulture potentiality of the state. He also visited kiwi, apple, large cardamom, orange gardens of many progressive farmers and also interacted with some of the farmers and suggested them to cooperate with the technical personnel so that they can obtain higher productivity.
While interacting with the field officials on the ongoing central scheme, technical mission, the minister highlighted the huge potential of horticulture in the district.

BRTF royalty touches Rs. 86.46 lacs
ITANAGAR, Apr 8: 44 BRTF Authority said that royalty against firewood, sand and boulders to the tune to Rs. 86.46 lacs has been paid during last 2 financial years. BRTF authorities said that correct royalty payment has been made despite non allotment of separate quarries by Mineral & Mining department which is involving extra financial burden to BRTF. As there is virtually no control of govt. machineries on these sand and boulder quarries, locals extract additional money from BRTF for sand and boulders collected, a official release said.
Matter has been repeatedly reported to concerned district authorities by 44 BRTF, but matter remains unresolved it said while adding that royalty collected from private stone crusher owners, contractors, builders working and extracting minerals in large scale in West Siang district private/ public institutions be brought to public notice.
Nandini Paliwal takes charge as Papum Pare DC
ITANAGAR, Apr 8: A 2003 batch IAS officer Nandini Paliwal assumed the office of the Deputy Commissioner Papum Pare district at Yupia yesterday. Paliwal relieved Bidol Tayeng who has been posted to Kurung Kumey district as Deputy Commissioner. After assuming the charge, Paliwal had a brief interaction with the administrative and other head of officers. She called upon them to work with sincerity and dedication for the welfare of the people and development of the district.
She also sought the cooperation of the officers and officials of the District administration and other departments in discharging her duties smoothly.

APCC condemn killing of security personnel in Chattisgarh
ITANAGAR, Apr 8: Arunachal Pradesh Congress Committee (APCC) today vehemently condemned the massacre of 76 CRPF and policemen in the worst ever attack by the Naxalites in Chattisgarh on April 6 last.
Terming the incident most shocking, unfortunate and cowardice act of Naxalite, APCC urged upon the union home minister to deal with the matter with iron hand. The committee urged upon the people not to panic while appealing for cooperation with the state Govt and district administration to fight all forms of terrorism and violence.
Meanwhile, the rank and file of the APCC condole the death of security men, salute them for their sacrifice for the cause of the nation, and pray for eternal peace of the departed soul and early recovery of the injured personnel.
Respite from rain
Dear Editor,
The people of this hilly district have heaved a sigh of relief with the rain gods giving some respite after a heavy downpour since 1st March which makes it 37 days. The people of the district were reminded of the Biblical days of "Noah and his Ark" when it rained for 40 days and 40 nights. As the people woke up to the bright sunlight yesterday morning it took another day to confirm the reality of the warm sunlight as it was an unbelievable sight.
Out of its eight circles, six have been cut off with landslides and the roads being washed away at various places. Though the GREF forces are on a war footing to restore the roads it would take some time to restore the roads as informed by the GREF officials. Kudos to the electrical department who have restored the erratic power supply from its Teepani Hydel which had been disrupted due to the rains. The district also lost four of its members with two cases of motor accidents, one electrocution and one drowning during the short period.
The district administration who are in full gears to go out for the ensuing Census works were a worried lot with the incessant rains and the disruption of normal life. All arrangements have been made for buffer stocking of the essential food items and it’s just time which will tell if the rain gods have really given a bright smile for the people of this area.

English and us!
Dear Editor,
This is in reference to the remark passed by MLA Laeta Umbrey wherein he had said
that during visits to Government English Medium Schools, in his district all meetings
with teachers were conducted in Hindi because these teachers can’t speak English,
which was published in your esteemed daily on March 20-
Official language for communication/correspondence in government offices, etc. in Arunachal is English. Also, the medium of instruction for all the government schools, and other leading public/private schools in Arunachal is English. However, the state of English literacy – both spoken and written – among common Arunachalees is pathetic. English as a language in Arunachal has limited its reach among, either the rich and powerful or the highly educated ones. Consciously or unconsciously, knowledge of English is being projected just as a sign of sophistication among the movers & shakers of the society, which is in bad taste. The point which is being missed is that the English being the most powerful language in the world today, its proper knowledge can lead common Arunachalees, or for that matter the state of Arunachal to the great heights. Whatever profession one may choose to pursue, knowledge of English language has always found to be an added advantage in today’s world. It’s a known fact that China has left India behind in almost all kind of industrial developmental activities. However, India could beat China in BPO sector, software sector, etc. only due to the presence of huge number of highly educated English speaking technocrats in India. If not for linguistic chauvinism of China, India would have been trailing behind in these sectors too. With English being the medium of instruction in all the government and other leading public/private schools in Arunachal, the sight of average Arunachalees sweating over this language in various competitive examinations is really heartrending (English is a compulsory separate/independent paper in all the major competitive examinations of this country).
The role of teachers, particularly in elementary schools, is of outmost importance
if some change in above scenario is desired. Preference should be given to those
possessing proper knowledge of English language during the recruitment process of
teachers for all subjects in the state henceforth. Although the damage has already
been done, as a remedial measure, an exhaustive in service training programme may
be arranged for the serving teachers involving the DIETs of the state. Above all,
necessary care may be taken to ensure proper impartation of English language in rural
schools to bridge the prevailing rural-
With discussion on ‘Arunachal Pradesh Education Bill’ becoming a hot topic among
various stake-
Least any misunderstanding be created with any Arunachalee due to above writing, I would like to make it loud and clear that what I am trying to emphasize upon is only proper impartation of English language, and certainly not the English culture. Indigenous tradition and culture of the Arunachal tribesmen is too rich to be traded with any other culture of the world.
Lastly, as a passing remark, I would like to say that the demand of various students’ bodies for renaming of RGU into Arunachal University is very much genuine as the nomenclature ‘Arunachal University’ will be in better synch with the Arunachalee ethos than any other nomenclature for the lone university of this state.

Customers question the elitist attitudes of Banks

ITANAGAR, Apr 8: In the last few years various multinational banks have open their branches in Arunachal with promises of extending helping hand to the local citizens in their hour of needs. Citizens who flocked to open new accounts in these banks in the hope for better returns have gone through tough ordeal and believe that banks do not care for those people who really need help.
People from every walks of life stated that banks do lot of partiality in extending various services including all important loan facilities on the basis of status of particular customer in the society. Some of the citizens who had bitter experience while trying to avail loan facilities reveal that these banks act discriminately against people from lower strata.
“Most of the banks come up with different advertisements in newspapers informing public about various facilities provided by them. They also speak about easy loans provided to ordinary citizens at the lowest rate. But things are quite different if one look into ground reality,” says one citizen. Further he added, “Majority of the banks provide loan to only those people who have money and can guarantee them of return. Poor people like us who dream of starting a new business never get any loan as bank doubt our integrity, thinking we won’t pay back the money and thus depriving us from availing any loan facilities.”
Another citizen who faced many hurdle to get loan tells that attitude of many banks smack of elitism. “In our state banks grant loan to only elite section of society. If poor people like us try to make use of loan facilities, we are asked to go through many official procedures and process is so lengthy that by the time money is sanctioned, very purpose for which one applies loan gets defeated.”
While citizens complain about the lackadaisical attitude of financial institutions, bank authorities too have their side of story for being cautious in regard to granting loan.
While talking to this reporter, one of the senior managers of a reputed bank of state capital informed that their past experiences have made them to exercise restraint in the matter of providing loan. “There is a heavy backlog of people not returning money they took on loan. I have been told by my bosses that until these mess is cleared, no new loan should be granted,” told the manager, who wished to remain anonymous.
Banks may have certain valid points in justifying their acts but citizens believe that they (banks) are paying for their own mistakes. “In the past they had offered loans to many rich people and most of them could not pay back their loan amount. It’s an excuse on the part of bank to hide their mistakes,” told a resident of Itanagar.
As state is witnessing new wave of entrepreneurship, it is hoped that banks will treat all its customers in equal terms.
Father hands over son to Police
CHANGLANG, Apr 8: In one of the incidences of its kind, a father handed over his own son to the police for possession of drugs.
The accused, Latang Kipa was arrested on charges of drug possession and consumption after receipt of a written complaint from his father Kipa Talar, 63, a retired SSB employee of Upper Miao.

packet containing white powder substance weighing 2 gm approx. with partially burnt
silver foil and 6 numbers of cigarettes. On enquiring out of curiosity, his daughter-

ITANAGAR, Apr 8: Altogether 90 BJP leaders from Arunachal Pradesh including state BJP Legislature party leader Tamiyo Taga, MLAs Tapen Siga and Dr. Tangor Tapak also state BJP president took part in the Northeast states zonal rally at Guwahati on April 5. The rally was organized in protest against soaring price rise all over the country.

ASM question incomplete road project
ITANAGAR, Apr 8: Yachuli Anchal Samity Member Tayo Nibing claimed that only 4 km of the total 40 km New Loath to Chambang road under RIDF scheme has been executed and while an amount of Rs 5.12 crore have been released.
Total cost of the 40 km road project was Rs 8.11 crore and agreement was also reached to complete the road within 18 month, Nibing further claimed and added that the agreement expired in March last and the construction of the road has not been completed. He appealed the Govt to look into the matter and take appropriate action.

Society calls for action
ITANAGAR: Kameng and Tawang District Development Society have called for strong action towards three boys alleged to have beaten a Geologist working with Patel Engineering to death on March 31. It further called for deployment of security personnel within the premises of Hydro Power developers throughout the district.
The Geologist is reported to have died after being severely beaten up by three local boys of Rahung. Two more employees who were beaten up are currently undergoing treatment in Tezpur.
The Society further thanked SP West Kameng Palden for his prompt action in arresting the boys.
